Everything you need to know about Social Value Unlocked.
Social Value Unlocked is a brand architecture that brings together two complementary tools: Clause & Effect (for buyers) and TenderReady (for suppliers). Together they create a common language for UK public and private procurement, so buyers ask the right questions and suppliers answer them well.
Clause & Effect is for commissioners, procurement officers and social-value leads. It generates proportionate social-value questions for tenders (matched to contract risk and value via the Risk × Spend matrix and aligned to the National TOMs Framework), lets you build weighted evaluation criteria per tender, and assesses supplier bid responses using a 3-pillar framework.
TenderReady is for suppliers and bid writers. It includes RFT Intake (upload your tender and extract requirements), a Compliance Checklist, ScoreCheck (AI-powered scoring with GRI/ESRS-aligned coaching), Bid Booster, and a unified Bid Room dashboard that tracks your score trends across iterations — all aligned to PPN 06/20 and the National TOMs.
Completely free. Browsing needs no account; running a tool requires a free account (no card, no limits). Your work stays saved in your workspace.
Commissioners, procurement officers, social-value leads, SME and VCSE bid writers and contract managers across UK central government, local authorities, the NHS, housing associations and private-sector buyers aligning to PPN 06/20 and the National TOMs Framework.
You select a procurement category, set the contract risk level (low, medium, high) and estimated spend bracket. The engine uses a Risk × Spend matrix to automatically determine the appropriate depth and number of social-value questions — so a £50k cleaning contract doesn't get the same requirements as a £50m infrastructure project.
The Procurement Act 2023, Public Services (Social Value) Act 2012, PPN 06/20 (Social Value MAC), PPN 06/21 (Carbon Reduction Plans), Modern Slavery Act 2015 s54, Equality Act 2010, Environment Act 2021 (including Biodiversity Net Gain), the National TOMs Framework, plus devolved frameworks — Fair Work First (Scotland) and the Well-being of Future Generations Act 2015 (Wales).
You can browse every page, read the guides and see how the tools work without signing up. Generating a question set or running ScoreCheck requires a free account so your results can be saved to your workspace and Evidence Library.
